Roughly a dozen AI company executives attended, including Altman (OpenAI), Amodei (Anthropic), Hassabis (Google DeepMind), and Mensch (Mistral). Previous AI-adjacent summits had featured government representatives or policy staff; this was the executive tier at the same table.

A separate account reports the proposal would tie access to using the technology to build defenses against rivals such as China, with Amodei himself proposing that international cooperation include “structured access to models for trusted partners”.

The framework is not new conceptually — it maps to the existing ITAR “trusted program” structure used for defense-sensitive technologies. What is new is applying it to deployed commercial AI models.

No G7 leaders’ communiqué or joint statement from Évian formally adopted a “trusted-partner” framework — the summit’s published joint statements covered growth, critical minerals, and geopolitical issues, not a binding AI-access agreement. Based on the available reporting, the “trusted-partner” framework remained a concept discussed among allies and AI labs, without a formal US commitment at the summit itself.

This means a US-domiciled builder using Fable 5 for a product with international users also lost access.

The practical risk model has changed:

  • US models with advanced capabilities can be suspended without notice and without timeline.
  • The suspension can be global, not just geographic-scoped.
  • Commercial agreements and enterprise contracts do not provide protection against export control directives.

Builders with international user bases need to treat US frontier model access as a variable with non-zero suspension probability — not an infrastructure constant.

On the Trusted-Partner Framework

If the trusted-partner framework develops and you need restricted model access for international deployments:

Do not wait for a commercial path. Trusted-partner access is likely to be government-mediated, requiring your company to work through your country’s designated AI coordination body or critical infrastructure authority. This is a compliance procurement process, not an API key.

Map your regulatory sector now. Trusted-partner access, if it mirrors ITAR, will be sector-scoped. Healthcare, energy, financial services, and defense-adjacent use cases are most likely to qualify. Consumer applications probably will not. Understand which tier your product falls into.

Do not assume EU-specific models solve this. Cohere and Aleph Alpha’s April 2026 merger created a European frontier AI option. But EU sovereign models are, in this site’s assessment, at a capability gap relative to US frontier models and are unlikely to close it within a 12-month planning horizon. They are a hedge, not a direct substitute.

Immediate Planning Actions

1. Capability-tiered fallback chains. Design your architecture to differentiate between tasks that require frontier-class capability (those where you would use Fable 5 or Mythos 5) and tasks that work well at current GA capability (Opus 4.8, GPT-5.5, Gemini 3.5 Pro).
