In late April 2026, SAP published API Policy v4/2026 with minimal fanfare. Buried in Section 2.2.2 is a clause that effectively bans external AI agents from using SAP APIs autonomously. If you have built — or are building — any agent that touches SAP ERP, S/4HANA, or BTP data through the public API surface, this policy applies to you now.

This is not a technical limitation SAP will patch. It is an explicit, deliberate policy choice — and it arrives at exactly the moment when Salesforce and ServiceNow are going in the opposite direction.


What SAP’s Policy Actually Says

Section 2.2.2 of SAP API Policy v4/2026 prohibits using SAP public APIs for:

“interaction or integration with (semi-)autonomous or generative AI systems that plan, select, or execute sequences of API calls”

That phrasing is broad by design. It covers:

  • AI agents that autonomously plan which SAP API calls to make
  • MCP servers that expose SAP as a tool to a reasoning model
  • Agentic workflows where an LLM selects and sequences SAP API calls dynamically
  • Scraping and bulk extraction, even if AI-assisted

The only exception is integration through SAP-endorsed routes — meaning SAP’s own stack.

The policy affects all SAP public APIs. That means SAP S/4HANA Cloud, SAP ERP, and SAP BTP (Business Technology Platform) are all covered. There is no carve-out for existing third-party integrations.


Who Gets Hit Immediately

If any of the following are in your stack, you are now in violation of SAP’s usage policy:

Microsoft Copilot for Finance — queries the SAP general ledger via public API. Now formally restricted unless routed through SAP Joule.

Salesforce Einstein SAP connectors — the connectors that let Salesforce agents pull SAP data are affected. Salesforce’s own architecture team has flagged this publicly.

Claude Code or any MCP-based agent with an SAP MCP server — if the MCP server calls SAP’s public REST APIs, the calls are prohibited under Section 2.2.2.

Custom agentic pipelines built on LangChain, CrewAI, AWS Bedrock Agents, or any framework that calls SAP APIs as tools — all fall under “systems that plan, select, or execute sequences of API calls.”

The installed base here is enormous. SAP’s own data shows that 77% of AI-active SAP enterprises are currently using Microsoft Copilot as their primary AI interface for ERP workflows. All of those implementations are now formally restricted.


SAP’s Approved Path

SAP’s approved stack for agentic access to SAP data has three layers:

Joule (SAP’s AI Assistant)

SAP’s native AI interface. Joule can query SAP data and execute workflows — but only through SAP’s own tool surface. External agents cannot call Joule directly to retrieve data; it is not an API endpoint for third-party systems. SAP describes Joule as the only valid front door for agentic SAP interactions.

Current adoption: approximately 3% of SAP customers use Joule in production.

Business Data Cloud (BDC)

SAP’s managed data layer for AI workloads. BDC is intended to replace direct API calls to SAP ERP with a governed, SAP-controlled data access plane. It brings structured SAP data into a form that AI systems can query — through SAP’s terms.

BDC pricing for 2027 is not yet disclosed.

Agent Gateway + A2A Protocol

SAP’s Agent-to-Agent (A2A) protocol is the mechanism by which external agents will eventually be permitted to interact with SAP — through SAP’s Agent Gateway, not through public APIs directly. The Agent Gateway acts as the authorized intermediary.

General availability: Q4 2026.

That timeline matters: the path SAP is directing builders toward does not exist yet in production form. The prohibition on public API access is effective now. The replacement is available in six months, at pricing that is not yet public.


The Timing and Adoption Problem

The policy creates a gap that is difficult to bridge:

  • The public API ban is in effect now
  • SAP’s approved replacement (A2A via Agent Gateway) is GA in Q4 2026
  • Only 3% of SAP customers use Joule in production today
  • 77% of AI-active SAP enterprises are using Microsoft Copilot — now restricted

For the next six months, builders with agentic SAP integrations face a choice between operating against policy or pausing those integrations entirely while waiting for A2A GA.

Forrester’s assessment of the situation is direct: “SAP is attempting to become the gatekeeper of enterprise AI.” Forrester advises CIOs to push back, noting that the Agent Gateway is “SAP’s path to getting the customer on the highway, knowing the customer will inevitably pass through a metered tollbooth.”

The German-speaking SAP User Group (DSAG) — the largest SAP user group in the world — formally condemned the policy. DSAG warned it “jeopardizes the security of customers’ strategic plans and innovation capabilities” and flagged the contradiction between the policy and SAP’s stated “open platform” positioning.


The Contrast: Salesforce and ServiceNow Went the Other Direction

In roughly the same window that SAP restricted external agent access, two major enterprise platforms moved to expand it.

Salesforce launched Headless 360 and the Data Cloud MCP Server, explicitly designed to let any AI agent — Claude, Copilot, Gemini, or custom — call Salesforce workflows, retrieve CRM data, and trigger automations through a standard MCP interface. External agents are the design target, not an exception.

ServiceNow launched Action Fabric and a generally available MCP Server included in every Now Assist SKU. Any AI agent can now call ServiceNow workflows, playbooks, approvals, and catalog actions headlessly. Anthropic (Claude) is a named launch partner.

Both platforms are betting that openness is competitively advantageous — more agents connecting to their platforms means more value created on their platforms. SAP is betting the opposite: that controlling the agent interface creates pricing leverage and prevents data leakage.

For builders integrating across enterprise platforms, this creates an asymmetric architecture problem. Your agent can call Salesforce and ServiceNow freely. It cannot call SAP.


What Builders Should Do Now

If you have existing SAP API integrations in agentic workflows:

  1. Audit which calls qualify as “autonomous AI agent activity” under Section 2.2.2. Any call sequence where an LLM selects the next API call is covered.
  2. Assess your actual risk exposure. SAP’s enforcement infrastructure is still being built; the policy risk is legal/contractual, not an immediate technical block.
  3. Track the Agent Gateway GA date (Q4 2026) and the A2A protocol specification — that is the official transition path SAP intends.
  4. Do not assume current integrations are safe until SAP publishes enforcement guidance.

If you are designing new agents with SAP data requirements:

  1. Do not build on public SAP API calls as your primary integration path if you need long-term stability.
  2. Evaluate BDC as the SAP-endorsed data access layer, understanding that 2027 pricing is not yet disclosed.
  3. Consider whether your SAP data requirements can be met by extracting data to a system you control (data warehouse, vector store) rather than calling SAP APIs at agent runtime — this may be outside the policy’s scope depending on how extraction is classified.
  4. Joule extensibility is a narrow path that requires building within SAP’s ecosystem. Evaluate whether your use case fits before committing.

If you are advising clients on enterprise AI architecture:

The Salesforce/ServiceNow vs. SAP divergence is now a first-class architectural input. Agentic workflows that need to span CRM, ITSM, and ERP now face a boundary at the SAP edge. Factor this into integration architecture and contract negotiations with SAP around future Agent Gateway pricing.


What to Watch

  • Q4 2026: SAP Agent Gateway GA and A2A protocol availability — the official replacement path
  • 2027 pricing: BDC egress and Agent Gateway consumption pricing, currently undisclosed
  • Enforcement timeline: SAP has not published enforcement milestones; watch for guidance in H2 2026
  • Microsoft response: Microsoft Copilot for Finance is directly affected — expect a response from Microsoft or a SAP-Microsoft negotiated exception
  • Customer pushback: DSAG’s formal objection signals organized enterprise customer pressure; watch for policy modifications
