Two major surveys landed in early-to-mid 2026 that every builder should read together — not because they agree, but because their tension reveals something important about where AI tools actually stand.

The Pragmatic Engineer’s 2026 AI tooling survey (906 engineers, January–February 2026) painted a picture of near-universal adoption and strong satisfaction. METR’s May 2026 productivity survey (349 technical workers, February–April 2026) found self-reported 2x productivity gains — but included a key caveat that should make every builder pause.

Here’s what the data says, what it doesn’t say, and what it means for how you build.


The Pragmatic Engineer Survey: Adoption Is Now Baseline

The Pragmatic Engineer surveyed 906 software engineers and engineering leaders between January 27 and February 17, 2026. Median experience: 11–15 years. Mostly in Europe and the US. This is not a sample of early adopters — it’s a cross-section of working engineers.

Adoption numbers

  • 95% of respondents use AI tools at least weekly
  • 75% use AI for at least half of their software engineering work
  • 56% use AI for 70% or more of their work
  • 55% regularly use AI agents — up from near-zero 18 months ago

That last number is the most significant for builders building on top of AI. Agent adoption crossed into majority territory faster than almost any prior developer tool category.

Claude Code’s dominance

When asked which tool they love most:

Claude Code launched in May 2025. The survey ran in early 2026 — eight months later. In that time it went from not existing to being the most-loved coding tool in the industry, overtaking Copilot (which had a three-year head start and Microsoft’s distribution) and Cursor (which had years of IDE refinement).

Anthropic’s underlying models also dominate: Opus and Sonnet received more mentions for coding tasks combined than all other models together.

Company size creates a bifurcation

The adoption pattern splits sharply by org size:

  • Small companies: Claude Code at ~75% preference
  • Large enterprises: GitHub Copilot still holds the default

Why? Large enterprises have procurement processes, security reviews, and Microsoft agreements already in place. Claude Code wins on product merit with teams that can choose freely. For builders pitching enterprise, this means you’re selling into a Copilot-first default — product quality alone doesn’t win those deals.

The agent adoption signal

55% of engineers regularly using agents is notable. Staff-plus engineers and directors are at 63.5% agent adoption. That’s the cohort making tool and architecture decisions. And the survey found a strong sentiment correlation: agent users are nearly twice as likely to be positive about AI tools (61%) compared to non-users (36%).

This means: if your customers or target engineers haven’t adopted agents yet, they probably haven’t had a strong enough experience. The tool quality gap between agent-users and non-users may be driving the satisfaction gap, not the other way around.

The cost signal

About 30% of respondents hit plan limits, with common responses being switching tools, upgrading plans, or moving to API pricing. Around 15% mentioned cost concerns in open-ended responses.

For builders pricing AI products: developers are already accustomed to $100/month AI tool budgets and are hitting ceilings. This is both validation (they’re paying) and a design constraint (they’re price-sensitive above that threshold).


The METR Survey: 2× Productivity Gains, With a Catch

METR — a safety-focused AI research organization — published Measuring the Self-Reported Impact of Early-2026 AI on Technical Worker Productivity in May 2026. They surveyed 349 technical workers across four groups:

  • 87 software engineers
  • 71 researchers
  • 129 academics and PhD students
  • 48 founders and managers

Speed gains are even higher — median — but METR intentionally distinguished between value and speed because they believe speed overstates the actual impact. A task done three times faster isn’t three times as valuable if the task itself was marginal.

These are large numbers. 2× value at median is a meaningful claim. If it’s accurate, it’s one of the largest productivity step-changes in the history of knowledge work.

The caveat that matters

“METR staff give the lowest change in value answers of any subgroup we study. This might be due to METR staff having in mind past findings of gaps between perceived and actual AI-driven productivity.”

That’s the survey authors noting that the people in their organization with the deepest knowledge of AI productivity research — including prior controlled experiments that found more modest results — are the most skeptical of the self-reported gains.

This isn’t a fringe concern. METR’s 2025 study on experienced open-source developer productivity found AI tools didn’t deliver the productivity gains developers expected in controlled conditions. The Fortune report summarizing that study noted some tasks actually took longer with AI assistance.

METR explicitly flags that “survey results are not necessarily grounded in reality.” Self-reported productivity is subject to adoption enthusiasm, confirmation bias, and selection effects (people who use AI tools heavily are predisposed to believe they’re helpful).


Reading Both Surveys Together

Neither survey is complete on its own. Together they suggest:

Adoption is not the question anymore. 95% weekly usage among Pragmatic Engineer respondents means AI tools have crossed from “early adopter” to “professional baseline.” If you’re building for developers, they’re already AI-tool users. That’s now your floor assumption.

Agent adoption is the next wave. 55% regular agent usage is high but not universal. The 45% who aren’t yet regular agent users are the current frontier. They represent where developer-facing products need to focus.

Claude Code’s rise is genuinely remarkable. The Pragmatic Engineer data validates what revenue numbers suggested: Claude Code didn’t just enter the market, it restructured developer preferences in under a year. For builders making model choices, Anthropic’s models have strong developer trust that wasn’t there 18 months ago.

Self-reported gains are probably overstated, but the direction is right. The METR data shows developers believe AI tools are helping significantly. Controlled experiments suggest the actual effect is smaller. But “smaller than 2×” doesn’t mean “zero” — the honest range is probably somewhere between modest and substantial, depending on task type and how well the engineer can direct AI tools.

Measurement matters for builders. If you’re shipping an AI productivity tool, the Pragmatic Engineer data tells you your market believes in the category. The METR data tells you the actual measured effect will likely be smaller than what your users report feeling. Build for both: satisfy the belief while designing for real measured improvement.


What Builders Should Do Differently

If you’re building developer tools:

  • Claude Code at 46% love-rate is a usage and integration target. Where does your tool fit in a Claude Code-centered workflow?
  • The cost ceiling at ~$100/month is real. Pricing above that requires enterprise justification.
  • Agent orchestration is the growth surface — 55% adoption with strong positive sentiment correlation means the tooling for agent management is underdeveloped relative to demand.

If you’re leading an engineering team:

  • The split between small-company Claude Code preference and enterprise Copilot default is structural, not just preference. Changing your enterprise tool choice requires more than a product comparison — it requires procurement and security alignment.
  • If your team self-reports large AI productivity gains, don’t immediately double headcount capacity assumptions. The METR data suggests actual gains are real but typically smaller than perception.
  • The 55% agent adoption among staff-plus engineers means your senior builders are already in an agent-first workflow. Your onboarding and infrastructure may not have caught up.

If you’re a solo builder or indie developer:

  • The data says your peers are all using AI tools heavily. The competitive floor has moved. The question isn’t whether to use them — it’s which stack and at what depth.
  • Claude Code’s terminal-first, repo-wide architecture has clearly resonated. Understanding why it won (full context, long sessions, direct file editing, no IDE dependency) may inform how you design your own tool interfaces.

The Bottom Line

The 2026 surveys don’t contradict each other — they’re measuring different things. Pragmatic Engineer measures adoption and preference. METR measures self-reported impact and flags the perception gap. Together they describe an industry that has deeply adopted AI tools, genuinely believes they’re helping, and should be cautious about overstating the measurable gains.

For builders, the signal is clear: the AI tools market is real, adoption is broad, and developer sentiment is strong. But the durability of that market depends on delivering actual measured value — not just perceived speed. The builders who figure out how to close the gap between perception and measurement will have the defensible products.
