On May 1, 2026, Microsoft shipped a product that most AI builders haven’t noticed yet. It’s called Agent 365. It costs $15 per user per month. And by June, it will be able to detect, audit, and potentially block AI agents — including Claude Code — running on Windows devices in enterprise environments.
This is not a model. It is not an orchestration framework. It is a governance control plane. And it is about to become a gate that enterprise builders need to understand.
What Agent 365 Actually Is
Agent 365 is Microsoft’s answer to a question enterprise IT departments have been asking for the past year: how do we know what AI agents are running in our organization, and how do we control them?
The product has three pillars:
Observe. A dashboard that surfaces the agents running in your organization — total registered agents, active users, growth trends, connected platforms, runtime hours, and risk signals. For IT and security teams, this is visibility they previously had no way to get.
Govern. A registry where IT administrators can install, publish, block, unblock, delete, and reassign ownership of agents — all from a central admin center. Registry sync in the May release connects Agent 365 to external platforms: AWS and Google Cloud at launch, with more platforms coming. Agents registered in those environments can be pulled into the Agent 365 registry for unified governance.
Secure. Shadow AI discovery. This is the piece builders need to pay attention to.
Shadow AI and the June Timeline
“Shadow AI” is the term Microsoft is using for AI agents that run in enterprise environments without IT awareness or approval. The first phase of shadow AI discovery, live at GA, detects OpenClaw agents running on Windows devices. IT administrators can see which devices are running OpenClaw, block the most common execution paths, and enforce policy through Intune.
By June 2026, the detection list expands to 18 agent types, including Claude Code and GitHub Copilot CLI. This is announced, not shipped — but the architecture is clear.
Also arriving in June: Defender context mapping, which will build a relationship graph between agents, devices, configured MCP servers, associated identities, and reachable cloud resources. If you have deployed an agent that connects to MCP servers inside a corporate network, Defender will map that topology and surface it to the enterprise security team.
And: policy-based controls with runtime blocking and alerts. Meaning IT can block specific agents from running on managed devices, and get alerted when an unregistered agent attempts to run.
The sequence is deliberate: GA with visibility, then June with controls. Enterprises get to see the problem before they can act on it. That is a textbook enterprise sales motion.
The $99 Bundle and What It Signals
Agent 365 can be purchased standalone at $15 per user per month. It is also bundled into Microsoft 365 E7 — the company’s new “Frontier Suite” — at $99 per user per month alongside Microsoft 365 Copilot, Microsoft 365 E5, and Microsoft Entra Suite.
E7 is significant because it wraps AI governance into the same purchase decision as Copilot. Enterprise buyers evaluating Copilot adoption are now also evaluating agent governance as part of the same bundle. Purchasing Agent 365 as part of E7 is the path of least resistance for the IT buyer who is already managing a Microsoft 365 footprint.
The practical effect: enterprises that adopt Copilot + E7 get agent governance as a default. Agents that are registered and governed in Agent 365 look normal to enterprise IT. Agents that are not look like shadow AI.
Three Companies, Three Bets on Where Enterprise Value Accrues
If you step back, three major companies made infrastructure bets in the same three-week window:
Anthropic (May 5-6): The runtime stack. Dreaming manages your agent’s memory. Outcomes manages your eval layer. Multiagent Orchestration manages your agent topology. The bet is that builders will pay to outsource infrastructure to the model provider.
Google (May 19-20): The vertical integration stack. Gemini 3.5 Flash as the foundation, Antigravity 2.0 as the orchestration harness, ADK 2.0 as the custom framework layer, Managed Agents API as the hosted execution layer. The bet is that developers will build inside Google’s stack end-to-end.
Microsoft (May 1): The governance stack. Not building the agent, not building the runtime, not building the model. Building the control plane that governs all agents, regardless of who built them or what they run on.
Microsoft’s bet is the most distinctive. Observe, govern, and secure is not a bet on which AI model wins. It is a bet on the fact that enterprise IT departments will always need visibility and control — regardless of which model, which runtime, or which framework their developers choose. The governance layer is model-agnostic. It is designed to work whether your agents run on Claude, Copilot, Gemini, or custom frameworks.
The moat Microsoft is building is not AI capability. It is the continuation of the moat they already have: enterprise identity (Entra), device management (Intune), and threat detection (Defender). Agent 365 extends all three to AI agents. No other company has that infrastructure as a starting point.
What This Means for Builders
If you build agents for internal enterprise use, or sell agent products into enterprise accounts, this shifts the conversation in at least three ways.
Your agent now has a classification. Before Agent 365, “AI agent” was a capability description. Now it is an asset class that enterprise IT departments are starting to categorize. Registered agents are governed assets. Unregistered agents are shadow AI. The governance team and the security team will want to know which category your agent falls into before approving deployment.
MCP topology will be visible to enterprise security. When Defender context mapping arrives in June, it will build a relationship graph that includes which MCP servers your agent connects to and which cloud resources those MCP servers can reach. If you have designed an agent architecture that relies on MCP servers with broad resource access, expect that to surface in a security review. Builders who want smooth enterprise deployment should be able to explain their MCP topology clearly — because enterprise IT will be able to see it.
“Governable” is becoming a feature. The governance conversation that enterprise IT is having is not “should we allow AI agents?” It is “how do we allow AI agents responsibly?” Products that make registration, audit logging, and policy compliance easy are easier to sell into enterprise accounts than products that don’t. This is not compliance theater — it is the legitimate enterprise risk question being asked by IT and security teams who are accountable for what runs on managed devices.
The builders who think about this early are the ones who will have shorter enterprise sales cycles in 18 months.
What Is Still Missing
Agent 365 is a first release. The gaps are real:
The 18-agent detection list is not published. Microsoft has confirmed Claude Code and GitHub Copilot CLI are on it for June. The other 16 are unspecified. Builders don’t yet know if their agent category is on the radar.
Cross-cloud registry sync is early. AWS and Google Cloud are listed as preview integrations. The agent metadata that flows between platforms, the conflict resolution when an agent is registered in multiple systems, and the policy consistency across clouds are all unsolved at GA.
Runtime blocking is policy-controlled at the Intune level. This means it applies to managed devices enrolled in Intune. Agents running on unmanaged devices, personal machines, or cloud infrastructure are outside Agent 365’s current scope. Shadow AI detection is real, but it is not comprehensive.
The Defender context mapping is preview-only in June. Full context mapping of agent-to-MCP-server-to-cloud-resource relationships arriving as a preview means the timeline for production-grade visibility is Q3 2026 at earliest.
The Governance Layer Is Not Optional
Enterprise AI adoption is not stalling on model capability. It is stalling on risk governance. The question enterprise IT departments are asking is not “can the model do the task?” It is “can we control what the model does, audit what it did, and stop it if it goes wrong?”
Agent 365 is Microsoft’s bet that enterprises will pay for answers to those questions. The $15 standalone price and the E7 bundle price suggest Microsoft is pricing it as infrastructure, not as a premium service. That is deliberate — governance infrastructure should be ubiquitous, not a luxury add-on.
For builders: understanding the governance layer your enterprise customers are adopting is as important as understanding the runtime infrastructure you are building on. The enterprise buyer will be talking to their Microsoft account team about Agent 365 whether or not you bring it up. The builder who understands that conversation, and can explain how their product fits into a governed agent environment, is ahead of the ones who don’t.
Your agent is shadow AI until someone registers it. That is the new default in enterprise environments that adopt Agent 365. Plan accordingly.
