Microsoft Build 2026 ran June 2–3 at Fort Mason Center in San Francisco with roughly 2,500 developers on-site. Satya Nadella opened the keynote on June 2 with a clear thesis: Windows is no longer a platform for human users only. Agents are now first-class citizens in the runtime, the tooling, and the distribution model.

We published a pre-event builder preview before the conference opened. This is the recap — what actually shipped, what it means, and what builders should act on.


The Headline: Microsoft Cut the OpenAI Dependency in Copilot

The most significant announcement at Build 2026 had nothing to do with Windows.

Microsoft unveiled Project Polaris — its own in-house AI coding model — as the future reasoning engine for GitHub Copilot. Polaris will replace GPT-4 Turbo as the default model for Copilot subscribers starting August 2026, with automatic migration and an optional three-month fallback period for teams that want to stay on GPT-4.

Polaris is a mixture-of-experts architecture with specialized sub-modules tuned for different programming languages and frameworks. According to Microsoft, it outperforms GPT-4 Turbo on HumanEval and MBPP benchmarks — with particular gains in low-resource languages like Rust and Haskell. Pro tier subscribers get multi-file context up to 100,000 lines and autonomous test generation. The model runs on custom Maia AI accelerators inside Azure, which Microsoft says reduces per-inference latency and lowers cost.

What this means for builders: The OpenAI–GitHub Copilot arrangement was always commercially awkward — two companies with overlapping interests sharing a user base. Polaris resolves that. Microsoft now controls the model, the inference infrastructure, and the developer experience end-to-end. For teams building on top of Copilot SDK (public preview since April 2026), Polaris is the model you’ll be embedding. The Copilot SDK now ships a reasoning layer built and operated entirely within Microsoft’s stack.


Windows Agent Framework: Open-Sourced and Portable

Windows Agent Framework (WAF) v1.0 shipped April 2 and was MIT-licensed at Build. It is Microsoft’s library for building agents that run across local Windows machines, Windows 365 Cloud PCs, and Azure Arc-enabled edge devices.

The key design principle: agents are defined in YAML, not tied to a runtime. An agent can start as a local process on a developer’s laptop, escalate to a Windows 365 GPU node when the task requires it, and publish to Azure as a service — all using the same manifest definition. No re-architecture required when workloads grow.

WAF integrates with Copilot Studio for no-code agent composition and supports ambient agents — agents that run continuously in the background rather than waiting for user prompts. Use cases Microsoft demonstrated: email triage, recurring report generation, API orchestration, and configuration drift detection in CI/CD pipelines.

The open-source MIT license is meaningful. Unlike Azure-specific SDKs, WAF can be forked and deployed outside Microsoft’s cloud. Teams that want to build agent runtimes for on-premises Windows infrastructure without Azure dependency now have a permissive foundation to start from.

What this means for builders: If you are building enterprise automation that needs to span a Windows-heavy organization — workstations, cloud desktops, and edge — WAF gives you a portable agent definition layer. The ambient agent pattern is particularly relevant for operational use cases (monitoring, alerting, background enrichment) that do not fit the request-response model most agent frameworks assume.


Azure Agent Mesh: Federated Execution at Scale

Azure Agent Mesh was announced at Build as a control plane that federates agent execution across three deployment targets:

  • On-premises Windows servers
  • Windows 365 Cloud PCs
  • Azure Arc-enabled edge devices

Developers target the Mesh using the same local WAF APIs. The Mesh handles routing — dispatching each agent task to the nearest available node based on latency and GPU availability. No separate deployment configuration required per environment.

Pricing is consumption-based with a new dedicated SKU for agent compute. GA is targeted for Q4 2026.

What this means for builders: Agent Mesh solves the multi-site deployment problem that enterprise agents run into immediately after prototyping. An agent that works on a single machine needs significant work to run across 500 machines in three geographies. Mesh abstracts that. The Q4 2026 GA timeline gives builders roughly six months to experiment in preview before committing to it in production.


Copilot Workspace: Beta Graduates

Copilot Workspace exited beta and went generally available at Build. Workspace is GitHub’s agentic programming environment — a context-aware space where Copilot can reason across a full repository, propose multi-file edits, run tests, interpret results, and iterate autonomously on scoped tasks.

The Workspace GA ships with:

  • Copilot Extensions: Ecosystem integrations for Jira, Datadog, and ServiceNow — third-party tools callable from within an active workspace session
  • Fleet mode: Copilot CLI operates autonomously on narrowly defined codebases tasks without per-step developer confirmation
  • Autopilot mode: Scheduled autonomous operation on background tasks — Copilot acts on a bounded issue without a developer present

What this means for builders: Copilot Workspace GA closes the gap between “AI-assisted coding” and “AI-delegated coding.” Fleet mode and autopilot represent the production version of what was demonstrated at Build 2025 as early concepts. For teams already using GitHub Actions, integrating Copilot autopilot into issue workflows means some classes of maintenance tasks — dependency updates, test coverage gaps, documentation drift — can run unattended.


Azure AI Foundry: Full Multi-Modal, Model Catalog Expanded

Azure AI Foundry received a significant update at Build with:

  • Native multi-modal support: Text, image, video, and audio inputs in a single unified pipeline
  • Visual RAG designer: Drag-and-drop UI for fine-tuning and retrieval-augmented generation pipelines
  • Expanded model catalog: Cohere, Mistral, and Stability AI added alongside existing OpenAI and Meta models
  • Cost governance: Per-project token budgets and consumption monitoring with alert thresholds

The Foundry is now the unified surface for building, evaluating, and deploying models — including Project Polaris when it ships in August.

What this means for builders: The multi-modal update is the most operationally important. Teams that have been building text-only agents and delaying multi-modal work because of pipeline complexity now have a single environment to handle all modality types. The cost governance tools address the top complaint from enterprise AI teams at scale: runaway token consumption that breaks quarterly budgets.


Windows Local AI: DirectML 2.0 and WSL 3

Two infrastructure announcements shift what’s possible for developers building on Windows hardware.

DirectML 2.0 abstracts silicon differences across Intel, AMD, and Qualcomm NPUs — the three processors that ship in modern Windows hardware. With DirectML 2.0, a Windows app can run Whisper-level transcription, Stable Diffusion-class image generation, and lightweight LLM inference entirely on-device without cloud round-trips, without conditional code paths per chip vendor, and without special driver configuration.

WSL 3 (Windows Subsystem for Linux 3) completely re-architects the Linux kernel integration. The kernel now runs in a lightweight VM with paravirtualized access to the Windows GPU and NPU. The practical result: AI and ML workloads inside WSL run at near-native speed. Teams that use Linux toolchains (PyTorch, JAX, CUDA) on Windows development hardware no longer pay a significant performance penalty for the virtualization layer.

What this means for builders: DirectML 2.0 + WSL 3 together make Windows a viable on-device AI development environment for the first time at production quality. Developers who dual-boot or use separate Linux machines for ML workloads can consolidate. For consumer app builders, DirectML 2.0 means shipping local inference features that work across the Windows hardware base without maintaining three NPU-specific code paths.


What Was Not Announced

Windows 12 — codenamed “Hudson Valley” internally — was not shown at Build. The next major OS version remains in early development. Microsoft’s engineering teams indicated a potential preview in late 2026 or early 2027 at the earliest. Build was explicitly framed as a developer platform event, not an OS announcement event.


The Five Things Builders Should Act On

1. Evaluate Copilot SDK before August. Project Polaris lands in August with automatic migration. Teams using GitHub Copilot for internal tooling or building on top of Copilot SDK should evaluate the three-month fallback option now, not after forced migration. Test your specific use cases against Polaris behavior before it becomes the default.

2. Read the WAF YAML spec before building custom agent frameworks. If you are building Windows-centric enterprise automation, compare your current approach against WAF before investing further. The MIT license and portable YAML definition may save you from writing infrastructure that now exists as open-source.

3. Watch Azure Agent Mesh preview terms. Mesh GA is Q4 2026. Preview access is likely available now. If your agent deployment spans multiple Windows environments, prototype in Mesh preview to understand the routing behavior before committing to a custom orchestration layer.

4. Enable DirectML 2.0 for on-device workloads. If you are building Windows apps that currently call a cloud API for transcription, image generation, or lightweight inference, DirectML 2.0 gives you a path to local execution that works across your user base’s hardware. Evaluate latency and accuracy against your cloud baseline.

5. Move Copilot Workspace GA into your team’s trial scope. Autopilot and fleet modes are now production features, not research previews. Pick one bounded class of issue (dependency updates, test generation, documentation updates) and run an unattended trial for 30 days. The coverage and error rate data from that trial is more useful than any benchmark Microsoft published.


Context: The Previous Preview

Our pre-event preview — “Microsoft Build 2026: What Builders Should Watch For” — correctly anticipated the Foundry Agent Service GA, GitHub Copilot SDK, and MCP-layer focus. The largest surprise was the scale of the WAF open-sourcing and the Project Polaris announcement, which was not widely previewed before the keynote.
