Connecticut is about to pass the most comprehensive state AI law in the United States.
Senate Bill 5 cleared the Connecticut House 131-17 and the Senate 32-4 on May 1, 2026. Governor Ned Lamont’s spokesperson has confirmed he “looks forward to signing SB 5 into law.” It has not yet been signed as of publication, but the signature is expected before the month ends. This is not a minor update to a narrow sector rule. SB5 covers frontier model development, synthetic content, AI companion chatbots, and automated employment decisions — all in one bill. Understanding what it actually requires takes more than a headline.
Why Last Year’s Bill Failed — and Why This One Didn’t
To understand SB5, you need to understand Senate Bill 2.
In 2025, Connecticut Senator James Maroney (D-Milford) — the same author as SB5 — led a comprehensive AI regulation bill through the Senate. It was serious work. It cleared the upper chamber. Then Governor Lamont threatened a veto, saying heavy regulation would hurt businesses and chill innovation before the technology was fully understood. SB2 died without a House vote.

SB5 (2026) was negotiated with Lamont from the start. 3. AI Companion Chatbots
Operators of AI companion chatbots — products designed for ongoing personal interaction — must implement safety restrictions and protocols. Heightened protections apply when users are minors.
Most concretely: AI sex chatbots for minors are prohibited.
This provision is a direct response to documented harms. Multiple lawsuits and public investigations have connected AI companion apps with negative mental health outcomes for teenagers, including several high-profile cases. Connecticut is not the first state to address this, but SB5’s companion chatbot provisions are among the most explicit in statute.
The companion chatbot rules take effect on a staggered timeline, with some provisions starting January 1, 2027.
4. Automated Employment Decision Technology
Employers using AI tools to make or substantially assist hiring and employment decisions must disclose that AI is being used in the process. The bill encourages pre-use audits of these systems but does not mandate them.
This is the pillar that most clearly reflects Lamont’s influence. The 2025 SB2 version of this provision was significantly stronger — closer to New York City’s Local Law 144, which requires annual bias audits as a condition of use. The 2026 version emphasizes transparency and disclosure rather than prescriptive design mandates. The Regulatory Sandbox

The Broader Context
Federal AI regulation in the United States remains fragmented. The Trump administration has signaled preference for industry self-governance over binding rules, and Congress has not passed comprehensive AI legislation. Into that vacuum, states are moving.
California has SB 1047-descended follow-on proposals still working through committee. Colorado, Texas, and Illinois have active AI regulation dockets. Connecticut’s SB5 now becomes the most broadly enacted omnibus state AI law, with the widest coverage across model development, content, consumer products, and employment.
Whether federal action eventually preempts it remains genuinely open. But Connecticut’s calculation is that “wait for federal” has not historically produced outcomes — and the governor, who blocked this exact legislative effort last year, has now decided the bill as written is worth signing.
